HSE Inspector / Supervisor
We currently have an opening for HSE Inspector / Supervisor for our client in the oil & gas industry (Onshore), and would like to enquire your interest.
Candidate should have HSE / QA background. Onshore refinery experience preferred.
Training will be given before going onsite.
Will work as safety inspector on Kopi supply base where pipes land, stored and loaded on trucks. This work is mainly executed by local crew who can use safety guidance.

8 -10 months contract to start in Dec 2010 / Jan 2011
Rotation cycle: 2 months on, 1 week off

Soul Resources is urgently seeking to recruit for a HSE Engineer based OFFSHORE Kazakhstan on a rotational contract as follows:
Purpose
To supervise project execution site to ensure that all the prescribed safety procedures and equipment are fully adopted, both by Company staff and contractors.
Responsibilities:
Identifying, assessing and managing the P&F project safety risks in the Experimental Program offshore
Attends all site planning, progress and other appropriate site meetings, particularly those where subcontractors are involved.
Carry out safety inspections and ensure contractor control of safety equipment functionality.
Review the contractor Safety performance by inspection and by acquiring data in order to provide means to improve overall HSE standards.
Ensure strict compliance with the development project safety requirements.
Ensure the adequate training of personnel operating on site.
Investigate all safety incidents and accidents and issue prompt report.
Ensure emergency preparedness, for whole Piles & Flares spread of activities
Attend HSE meetings and proceed as instructed.
Managing of the Piles & Flares safety interfaces between client and Contractor teams
Applying all above-stated responsibilities to the Piles & Flares operations of EP Offshore
Analysing the possible HSE issues that may arise during or as a result of Piles & Flares operations performed within EP
Evaluation different scenarios of response measures in case of any critical situations during the drilling operations
Ensuring that all equipment used for Piles & Flares operations fully complies with HSE international standards, company requirements and local rules and regulations
Evaluate the impact that Piles & Flares operations may have on the local environments and providing solutions
Assessing possibilities of emergencies resulted by Piles & Flares operations, such as oil spills, fires, etc, and providing the response measures plans
Advising management on best industrial HSE practice in order to avoid any critical HSE situations during the Piles & Flares operations
Qualification/Experience
Relevant Degree or Technical Diploma
Recognized safety qualification and professional qualification
Extensive oil & gas industry experience (onshore and offshore)
Experience both in a safety role and in a safety management role.

a. Prepares safety-related SOP for all operation activities.
b. Conducts socialization of government and company safety-related policies & procedures, and provides safety refresher training to Operations staff.
c. Inspects Implementation of safety regulations and SOP in all aspects of operations
d. Assists other sections in conducting job safety analysis & risk assessment before carrying out the work
e. Conducts safety Induction sessions for new employees & visitors to P. Berandan / P. Susu
f. Conducts emergency response drills regularly
g. Conducts Investigations when an Incident/accident occurs
h. Record said reports near-misses, incident, accident and fatalities
l. Liaise with local authority, fire station and hospitals
j. Keeps abreast of laws and regulations that apply to the function to maintain up-to-date compliance.
3. Operation Supervisor (1 position)
a. Sets goals for the assigned area/s of responsibility, monitors progress1 and ensures that objectives are being met on time, within the approved budget and in compliance with the pertinent policy and procedures.
b. Plans and proposes the Work Program & Budget for the assigned are/s and ensures that costs and expenditures are within the approved budget.
c. Plans all activities related to field productions and directs & supervises operators in carrying out their duties.
d. Coordinates with the Maintenance Section to ensure that day-to-day operations go smoothly
e. Proposes material/services requisition for operational needs.
f. Prepares job safety analysis and risk assessment for any work to be done
g. Supervises the implementation of safety regulations in the area of authority

i. Builds and maintains good relationships with departments internally as wet as externally with Consultants, Vendors, and related government bodies.
j. Conducts annual performance management discussions, i.e.: setting goals, on-going coaching, performance reviews with direct report/s.
4. Process/Tank Operator (3 positions)
a. Maintains accurate logs of operating condition and all other paper work on a rotating shift basis including process area and tank gauging.
b. Requires basin or far operating, isolating purging and servicing of all equipment, located at ORF and P. Susu Tank farm.
c. Report directly to Senior Operator at P. Susu and/or P. Berandan CCR Operators.
d. Requires good two-way communication with P. Susu operation and/or P. Berandan CCL
e. Encourages safe work practices and good house keeping, ensuring that these are enforced in all areas under his responsibility.
f. Complete the OJT program in a timely manner as set out by the Area Operations Supervisor Expecting to be fully versed in the operations of the Permit to work system and the Salamander HSE Management System.
g. The tank has a foam system that he must be familiar with and be competent to operate this facility.
h. Assist the Senior Operator at P. Susu or P. Brandan CCR operators to resolve day to-day operation problems.
The candidate should fulfill the following criteria:
a. Job 1: Female, maximum of 30 years old.
b. Job 2, 3, 4: Male, maximum of 35 Years old.
c. Job 1: Having a Diploma 3 or Bachelor Degree preferably majoring in Administration or Economy. Equivalent experience may substitute for education.
d. Job 2: Having a Bachelor Degree preferably majoring in Safety or Environment Equivalent experience may substitute for education.
e. Job 3: Having a Bachelor Degree preferably majoring in the chemical Engineering. Equivalent experience may substitute for education.
f. Job 4: Having a Diploma 3, Technical Trade Certificate or equivalent experience and a 12th grade Diploma is also required.
g. Job2, 3: A minimum of 5 years of experience in related field and/or industry is required.

JOB DIMENSIONS:
- HSE supervision of Construction, Production, Maintenance, Logistics, TVX on daily activities and during the SIMOPS on all Kharyaga Pads and Kharyaga vicinities.

Job description ACTIVITIES:
- Supervise Construction, Production, Maintenance, Logistics and TVX operations and activities in Kharyaga pads and Kharyaga vicinities in order to verify compliance of TEPR HSE standing instructions and procedures. Perform supervisory duty at the level established by his hierarchy.
- Supervise Well Services Operations and activities in Kharyaga pads in order to verify compliance of TEPR HSE standing instructions and procedures. Perform supervisory duty at the level established by his hierarchy.
- To get information on daily basis from the other HSE members working on the Pads for the others Departments as Drilling.
- Perform, in a regular basis, Safety & Health inspections as part of the TEPR HSE policy.
- Perform weekly and monthly inspections of all safety & health equipments and ensure that they are fully operative at all time.
- Perform inspection of OSR kits and ensure that they are full equipped with all required sorbent materials and tools to be used in case of Oil spillages.
- Perform daily/weekly Toolbox meeting regarding safety & health issues in order to increase the safety awareness of the TEPR and contractors working on sites.
- Participate in HSE Monthly meetings on site.
- Participate in any other HSE meetings when necessary.
- Ensure that all TEPR and Contractor personnel working on Kharyaga pads and Kharyaga vicinities are wearing the appropriate PPE and that it is used properly.
- Coordinate with the Site Doctor in order to keep all First aid stations on Kharyaga remote pads proper equipped.
- Perform Safety & Health Training for all TEPR and Contractor personnel working on Kharyaga Site.
- Perform PtW training for TEPR and Contractor personnel. The HSE Supervisorr could be assigned as HSE Authority for Kharyaga remote pads in particular cases, as per Site Management decisions.
- Verify the proper implementation of TEPR PtW system on each Remote Pad.
- Ensure that all necessary gas check is performed if it is indicated as Safety precautions on the PtW form.
- Ensure the proper implementation and compliance of TEPR H2S Policy.
- Ensure the proper follow up / inspection of all H2S Escape masks, Portable Gas detectors, Gas Beacons.
- Perform training to TEPR and Contractors personnel working on Kharyaga Site regarding TEPR Anomaly Cards reporting system and ensure the implementation and participation of all personnel on remote pads. Keep update the Anomaly card database and follow up pending actions close out.
- Supervise and monitoring lifting operations carry out on Kharyaga remote pads and ensure that all lifting gears and equipment have been correctly inspected and certified before start any lifting / offloading of materials.
- Ensure that all Gas cylinders storage areas in Kharyaga remote pads are properly defined and are in compliance with TEPR HSE procedures and RF regulations.
- Perform Monthly Portable Fire extinguishers inspections on each Kharyaga remote pads and ensure that are fully operative and kept in good conditions.
- Inform to Maintenance department of any disability of the fire and gas detection system on remote pads.
- Participate as Fire & Rescue Team member – squad leader during emergencies exercises or real emergencies on remote pads.
- Perform maintenance and testing of Breathing Apparatus. Perform on site SCBA training for operators or contractors personnel.
- Perform weekly / monthly SCBA inspection.
- Perform, organize and participate in emergency drills, exercises and alarm testing.
- Supervise the proper disposal of hazardous / domestics wastes on Kharyaga Site.
- Ensure that all personnel arriving to Kharyaga Site already have passed the HSE Induction.
- Supervise that all jobs in Kharyaga remote pad is being performed safely and following safety practices as per TEPR HSE rules and RF regulations.
- Monitoring weather conditions (wind speed and temperatures, visibility) during execution of jobs on Kharyaga Site and inform to the concerned discipline Superintendent if there is risk of accidents.
Requirements CONTEXT AND ENVIRONMENT:
- Reports directly to HSE Superintendent, with direct link to HSE Site Manager
- Frequent contacts with contracting companies working on the Kharyaga facilities.
- Maintaining established procedures and specialized technical standards is required.
- All work activities are spot checked and inspected at job completion.
- Harsh Arctic conditions.
- Able to do moderate physical efforts, walking and climbing.
- Skill as a driver in artic conditions is desirable
ACCOUNTABILITIES:
- To ensure that all personnel working in Kharyaga facilities are proper trained in fire / safety / health / environment protection courses as needed by TEPR HSE Statement and / or as requested by their department.
- To maintain Statement in Health, Safety and Environment protection training to all Total E&P Russie employees and contractors and ensure this is carried out in an effective manner.
- To ensure accurate reporting of incidents occurred in Kharyaga remote pads in a timely manner in line with established HSE rules and regulations.

- Strong autonomy is required.
- Good communication skills needed.
